Daines' ADAPT Act: A New Phase in US Crypto Tax Policy
U.S. policymakers are taking steps to modernize federal tax rules for cryptocurrencies and blockchain-based activities, as evident from Senator Steve Daines' introduction of the Aligning Digital Assets with Principles of Taxation (ADAPT) Act.
The 56-page proposal aims to reduce complexity and administrative difficulties for taxpayers and the Internal Revenue Service. According to Daines, the existing system creates unnecessary complexity for taxpayers, which is a major concern.
The ADAPT Act addresses stablecoins by allowing qualifying purchases of goods and services made with regulated U.S. dollar-backed stablecoins to generally avoid the need to calculate capital gains or losses on every transaction. This provision could significantly impact everyday payments, as treating small stablecoin purchases as taxable dispositions can create disproportionate accounting obligations.
The bill also addresses blockchain network fees by providing tax relief for transactions involving network or gas fees of $10 or less. This provision is intended to reduce the administrative burden created by recording small taxable events and make blockchain payments easier to reconcile with conventional tax reporting.
