Democrats Threaten to Block Clarity Act Vote Over Policy Disputes
Senate Democrats have put the future of the CLARITY Act at risk by threatening to block its procedural vote unless negotiators resolve several outstanding policy disputes.
The bill, which aims to establish a federal framework for digital asset markets and clarify regulatory responsibilities, faces a growing risk of failing a Senate vote after Democrats demanded progress on ethics restrictions, illicit finance rules, and stablecoin yield provisions.
Majority Leader John Thune said he expects a vote but acknowledged that the path remains uncertain. The bill was absent from the Senate's Aug. 4 schedule, leaving little time before recess.
Negotiators warn that crypto campaign spending in August could damage bipartisan talks, with one Democratic aide stating that aggressive campaign activity 'is done' if industry-backed organizations spend heavily in competitive races while Congress is away.
