Although a Stop Work Order was issued at the time due to multiple fire and life safety code violations, the company allegedly continued to construct and operate the facility despite lacking a Certificate of Occupancy. The city condemned the property after discovering the water leak, citing further safety concerns for the community. The costs related to the water leak will not be passed on to citizens.

The city's legal team is preparing to take action against Athlon Blockchain LLC to recoup expenses and costs associated with the water leak. This incident has raised questions about internal processes within the City of El Reno, prompting a review of how Stop Work Orders are handled.
