Ethereum developers have removed EIP-8363 from the upcoming Hegota upgrade after industry feedback raised concerns about the proposal's potential impact on validator rewards and staking participation. The proposal would have gradually burned more validator rewards as Ethereum's staking participation increases.

According to Jérôme de Tychey, president of Ethereum France, developers want to handle issuance policy through a separate governance process due to ongoing debate among researchers, staking providers, and the community.

The decision follows extensive discussion on the Ethereum Magicians forum, where EIP-8363 was one of the most discussed proposals. The proposal would increase the portion of validator rewards burned alongside rising amounts of staked ETH.
