EU Stablecoin Rules Set for Overhaul Amid Multi-Issuance Debate

Europe is reevaluating its stance on multi-issuance of stablecoins like USDC, which allows issuers to mint tokens in various regions without needing separate licenses. Circle, the issuer behind USDC, obtained a French license but continues to issue tokens globally.

The European Central Bank (ECB) has expressed concerns that EU redemption rules are too lenient and could lead to a global rush to redeem through the EU entity, draining reserves meant for European demand. The ECB wants to ban multi-issuance outright, but Parliament voted 390-86 in favor of keeping it with safeguards.

The Commission's review consultation is ongoing until August 31, 2026, and the report due by mid-2027 may lead to legislation changing the rules. If this happens, USDC holders can expect reserve rebalancing, redemption gates routed through EU-licensed exchanges and custodians, or equivalence requirements for non-EU issuers.

Despite these potential changes, ordinary holders can continue to cash out by selling on an exchange, as direct redemption with Circle requires a business-level account. The real risk analysts flag is a possible price discrepancy between USDC traded within and outside the EU in case of a hard split.
