European Banks Unite to Launch Regulated Blockchain Network RL1
Ten European financial institutions have come together to launch Regulated Layer One (RL1), a permissioned blockchain cooperative designed for regulated capital markets and tokenized assets.
The RL1 network was established as a European Cooperative Society in Luxembourg, with an initial group of founding members including ABN AMRO, Cecabank, Chartered Investment, Crédit Mutuel Alliance Fédérale, DekaBank, DZ BANK, LBBW, Natixis CIB, SC Ventures, and Seturion.
The cooperative's governance model gives each founding institution equal decision-making rights over the network's development, positioning RL1 as shared infrastructure for institutional workflows.
RL1 is built on infrastructure developed by SWIAT, which transferred ownership to the cooperative. The underlying platform processed more than 50 transactions worth over €700 million during three years of production use, according to SWIAT.
