Eurosystem Offline Digital Euro Hinges on Secure Hardware

The Eurosystem's offline digital euro payment system relies on a fundamental assumption: that the paying party's device cannot be coerced to spend the same amount twice. This assumption is not a choice, but a necessity. Two parties without access to a shared ledger cannot prevent one from presenting the same stored value to a third party using cryptography alone. Therefore, the responsibility falls on the manipulation-secure hardware.

The Eurosystem's solution, like all serious offline payment systems, builds upon this approach. However, it leaves open the question of what happens if this critical hardware fails.

A 2026 April presentation by the European Central Bank to the Euro Retail Payments Board likened the offline digital euro to bearer instruments. This means that the digital euro can be spent offline and immediately online without a network connection, stored in a small application (applet) running on a secure element. The applet handles the payment processing and accounting between the two devices.
