German Crypto Casinos Struggle Amid Strict Regulations
Germany has one of the most restrictive regulated online gambling markets in Europe. The Glücksspielstaatsvertrag 2021 took effect on July 1, 2021, and the GGL assumed nationwide licensing and supervision on January 1, 2023.
The treaty imposes several rules on licensed operators, including a one-euro stake limit per virtual slot spin, a five-second minimum spin duration, and no live dealer games. However, the most significant rule is that crypto is not recognized as a payment method, which means licensed operators cannot accept Bitcoin, Ethereum, or any other digital asset for deposits or withdrawals.
Despite these rules, 80% to 100% of German online gambling activity flows to unlicensed platforms. The GGL has issued over 1,500 regulatory breach warnings and 25 criminal charges since 2021, but enforcement has been uneven. The regulator's authority was severely curtailed in March 2025.
The treaty is being rewritten right now, with a comprehensive review of slot rules launched in April 2026. The GGL aims to loosen the one-euro stake cap, revisit the thousand euro deposit cap, and introduce a licensed live casino product.
