At the Strobe Summit in Washington, DSA Managing Director Adrian Wall led a discussion with former CFTC Chair Christopher Giancarlo on the future of U.S. crypto regulation. The session, titled “Crypto at a Crossroads: Regulation, Institutional Adoption, and the Future of Financial Markets,” explored how to navigate legislative uncertainty while fostering institutional interest in blockchain-based financial infrastructure.

Giancarlo emphasized the need for clear exchange rules under existing CFTC authority, combined with congressional action to address regulatory gaps. He also raised concerns about financial privacy and the potential for dollar-backed stablecoins to become a global payment rail, highlighting questions about how the dollar moves on-chain and who provides that infrastructure.

The conversation covered regulatory challenges in prediction markets, perpetual futures, and decentralized finance (DeFi). Topics included the CFTC’s role in overseeing event contracts, bringing offshore derivatives activity into regulated U.S. markets, and establishing accountability for decentralized platforms without traditional intermediaries.

Wall and Giancarlo stressed the importance of regulatory frameworks that address market integrity, cybersecurity, customer asset protection, and the operational realities of interconnected financial markets. Wall noted that regulatory clarity requires more than new legislation, it demands rules that reflect how digital asset markets actually operate.
