Government-Backed Stablecoins Get a New Blueprint
Sign and BNB Chain have published a new framework aimed at helping governments issue regulated national stablecoins. The Sovereign Stablecoin Framework divides responsibilities across three layers, with public blockchains handling settlement and distribution, local financial institutions managing issuance, reserves, and compliance, and regulatory authorities defining standards, overseeing operations, and setting monetary policy.
The framework was developed in collaboration between Sign and BNB Chain, and it emphasizes the need for a legal foundation, verifiable backing reserves, and accessible redemption mechanisms for currency holders. The approach is designed to give governments sovereignty over their monetary systems without requiring them to build blockchain infrastructure from scratch.
The Sovereign Stablecoin Framework has already been implemented in Kyrgyzstan, where national authorities define operational rules while domestic financial institutions oversee reserves and manage fiat-to-crypto conversion. Sign supplies the underlying technical infrastructure, with BNB Chain acting as the public settlement layer.
