Government Misses Deadline on Frontier AI Model Evaluation
The US government has missed its deadline to establish a classified benchmarking process for frontier AI models. According to an Executive Order signed by President Trump on June 2, 2026, federal agencies were tasked with building out the evaluation process by August 1, 2026. The goal was to create a repeatable, classified process for stress-testing AI models' ability to execute sophisticated cyberattacks.
The framework would allow the NSA Director to designate which models qualify as 'covered frontier models,' triggering additional government oversight of their capabilities. A voluntary framework also allows AI developers to grant pre-release access to their models for up to 30 days. As of late July 2026, negotiations between federal agencies and major AI developers were still ongoing.
The exclusion of Meta from the negotiation process is notable, given its open-sourcing approach to AI development. The company's philosophy sits uncomfortably next to a government framework built around controlled access. This raises questions about whether a regulatory regime that disadvantages open-source development could narrow the pipeline of models available to decentralized networks.
