Grayscale Urges Senate Vote on CLARITY Act Before Recess

Grayscale is urging Senate leaders to schedule a floor vote on the CLARITY Act before the August recess. The digital asset manager argues that delayed market rules restrict institutional participation across crypto products, and clearer federal standards would support exchange-traded products, token markets, custody services, and institutional allocations.

The House passed H.R. 3633 by 294-134 in July 2025, while the Senate Banking Committee advanced the measure 15-9 on May 14, 2026. However, Senate negotiations are still ongoing to address ethics enforcement, stablecoin rewards, developer protections, and counter-terrorism financing compliance language.

Grayscale has requested that senators schedule a floor vote before August 10, when lawmakers will enter a state work period until September 11. The firm says hundreds of thousands of Americans hold its investment products, making the legislation relevant to regulated investors.
