HKMA Sets Sights on Perfect Quantum Security by 2030
Hong Kong's banking regulator, the Hong Kong Monetary Authority (HKMA), has set a target of achieving perfect quantum security by 2030. Currently, the city's banking infrastructure scores a meager 2.3 out of 10 on the Quantum Preparedness Index (QPI).
To reach its goal, the HKMA will need to migrate from traditional encryption standards to post-quantum cryptography (PQC) by 2030. This effort is part of the broader Fintech 2030 strategy, which aims to strengthen data infrastructure, payment systems, and cyber resilience across the banking sector.
The HKMA is collaborating with the Hong Kong University of Science and Technology to develop a PQC toolkit and provide training workshops for banks. The urgency behind this effort stems from the increasing adoption of tokenization, facilitated by Project Ensemble, which includes institutions like HSBC and BlackRock. Tokenized assets rely on cryptographic signatures and keys to verify ownership and authorize transfers.
