Hoskinson: CLARITY Act Failed Due to Lack of Consensus and Clarity

Cardano founder Charles Hoskinson has explained why he believes the Digital Asset Market Clarity Act (CLARITY Act) failed to advance in the U.S. Senate.

The bill, which aimed to provide regulatory clarity for the crypto industry, fell short of the 60 votes needed to move forward on September 15, 2026. All Democrats and four Republicans voted against it.

Hoskinson had predicted the outcome days earlier, stating 'As predicted' after the vote.

In a follow-up livestream, he argued that lawmakers tried to address too many complex issues through a single bill without building bipartisan consensus. He contrasted this approach with his experience working with lawmakers in Wyoming, where a similar bill passed both chambers without opposition.
