House Cuts Voting Days Amid Crypto Bill Tension Ahead of Midterm Elections

Washington's latest move on crypto regulation has sped up the clock, potentially making it difficult for lawmakers to turn a key victory into law before the November midterms. The House has canceled voting sessions for the final two weeks of September, removing eight legislative days and putting representatives on track to leave Washington Sept. 17, just two days after the Senate is scheduled to hold its first major procedural vote on the Digital Asset Market Clarity Act.

The House already passed the act in July with a 294-134 vote, but the Senate's upcoming vote on cloture on the motion to proceed to H.R. 3633 will not be final passage. Even if supporters get the necessary 60 votes to advance the legislation toward debate, the Senate could still need to consider amendments before voting on the legislation itself.

Before the House calendar changed, there was at least time for this process to unfold. Now, the House could be empty while the Senate works, creating an unusual possibility where crypto could clear a major hurdle and still run out of time to turn that victory into law. This matters beyond Washington, as banks, exchanges, stablecoin issuers, asset managers, and payments companies are already making investment decisions based on a U.S. regulatory regime.

Industry experts note that the next scheduled House voting day is Nov. 9, after the Nov. 3 midterms. A strong bipartisan Senate showing could give congressional leaders an incentive to finish the legislation after the election, but the industry is approaching an important inflection point.
