IMF Warns Emerging Markets: Stablecoin Regulation is Crucial for Financial Stability
The International Monetary Fund (IMF) has identified South Africa's experience with stablecoins as a policy lesson for emerging markets. The country's rapid growth in stablecoin use alongside multiple rand-pegged alternatives highlights the importance of clear regulations.
According to the IMF, regulatory ambiguity can be just as problematic as weak regulation, leaving consumers exposed and creating opportunities for regulatory arbitrage. In South Africa, a general crypto license does not necessarily resolve questions around reserve quality, redemption rights, liquidity, and issuer risk.
The country's experience also shows why emerging-market regulators need to move beyond simply deciding whether to allow or ban digital dollars. Dollar-backed stablecoins can provide useful payments and savings functionality while increasing pressure on domestic currencies and monetary control.
