Japan Sanctions Crypto Exchange Garantex in Expanded Russia Measures

Japan has added the cryptocurrency exchange Garantex to its list of sanctioned entities as part of a broader effort to curb financial activity linked to Russia. The move, announced on October 2, targets 33 entities and nine individuals under Japan's asset freeze framework, including restrictions on 35 vessels tied to Russia’s so-called shadow fleet. These measures aim to block avenues that might facilitate sanctions evasion, according to Japanese authorities.

Garantex now faces limitations on payments and capital transactions in Japan, requiring government approval for any covered transactions. The exchange had previously been targeted by the United States and the European Union for alleged involvement in illegal transactions and sanctions violations. The latest action by Japan further restricts Garantex’s access to financial channels in the country.

The sanctions package also includes restrictions on 35 ships associated with Russia’s shadow fleet, which are used to transport Russian crude oil. Japan has limited funding, technical assistance, repairs, and insurance for these vessels, making their operations more challenging. These maritime measures are part of broader efforts to reduce Russia’s oil income.

The enforcement against Garantex highlights the growing challenge for international regulators to monitor cryptocurrency transactions across platforms and jurisdictions. Previous reports have noted that some users and infrastructure linked to Garantex shifted to alternative platforms like Grinex following earlier restrictions. This trend underscores the need for regulators to focus on transaction networks rather than individual exchanges.

U.S. authorities have estimated that Garantex facilitated over $96 billion in cryptocurrency trading since 2019, though not all transactions were necessarily illegal. The coordinated actions by the United States, European Union, and Japan against financial channels connected to Russia reflect increasing compliance challenges for crypto companies. The measures also signal a broader initiative to block financial channels for sanctions evasion.
