Japan Sanctions Garantex and Targets Shadow Fleet in Expanded Russia Crackdown
Japan has expanded its sanctions against Russia in response to the ongoing conflict in Ukraine. The country's Ministry of Foreign Affairs, Ministry of Finance, and Ministry of Economy, Trade and Industry announced that they are adding Garantex, a Russian cryptocurrency exchange, to their asset-freeze list.
The move extends restrictions on payments and capital transactions involving designated parties. Japan has also increased the number of sanctioned Russian-linked entities and individuals to 33 additional organizations and nine individuals. Furthermore, 35 vessels associated with Russia's 'shadow fleet' have been designated for restricted services such as repairs and insurance.
Garantex was already sanctioned by the United States and the European Union for allegedly helping Russian entities bypass financial restrictions. Japan's latest action builds on these earlier restrictions rather than introducing a new line of pressure. The country aims to reduce Russia's earnings from crude oil exports, which is seen as a key revenue stream supporting its war effort.
The integrated approach reflects a growing trend in sanctions policy, pairing pressure on financial facilitators with pressure on logistics and trade enablers. The effectiveness of these measures may depend on how quickly affected platforms can reorganize and adapt to new restrictions.
