Kenya Unveils Virtual Asset Regulations Amid Regional Payment Infrastructure Boom
Kenya's Virtual Asset Service Providers Regulations (VASP) have established licensing, governance, capital, consumer protection, cybersecurity, and anti-money laundering requirements for businesses operating in the virtual asset market.
The regulations divide regulatory responsibilities between the Capital Markets Authority and the Central Bank of Kenya, depending on the activity involved. This framework brings digital assets closer to the formal financial system.
However, commercial significance will depend on what licensed businesses can connect to once they enter the market. The timing is important as banks are competing more directly in instant payments, mobile-money networks are becoming more interoperable, and African fintechs are building payment systems that use stablecoins for cross-border settlement.
