Lagarde Blocks Binance's EU License Bid Amid Concerns Over Stablecoins and Criminal Record

European Central Bank (ECB) President Christine Lagarde intervened to block Binance from obtaining an EU-wide license via Greece. The world's largest cryptocurrency exchange had prepared for a major milestone announcement and photo opportunity with Greek Prime Minister Kyriakos Mitsotakis before negotiations collapsed.

Lagarde's objections centered on Binance's 2023 US criminal conviction and concerns about the proliferation of US dollar-backed stablecoins in Europe, which she fears would accelerate adoption throughout European markets. The ECB has invested heavily in creating a digital euro, an initiative Lagarde considers central to her institutional legacy.

Binance had filed its paperwork with Greece's Hellenic Capital Market Commission (HCMC) in late 2025 and met all requirements. However, after Greek representatives informed the European Securities and Markets Authority's (ESMA) digital finance panel of their intent to grant approval, Lagarde made contact with Mitsotakis, urging him to reject Binance's licensing request.

Following this setback, Binance has maintained limited European customer relationships through an Abu Dhabi-registered entity, relying on a regulatory exception permitting unlicensed operators to service clients they haven't actively recruited. The exchange states it intends to submit a MiCA license application via a different EU jurisdiction.
