Lagarde Derails Binance's EU-Wide Crypto License Bid Through Greece

European Central Bank President Christine Lagarde intervened personally against Binance's bid for an EU-wide crypto license through Greece, helping to derail the exchange's regulatory application. According to the Wall Street Journal, Lagarde privately advised Greek officials not to approve Binance's application due to concerns about its compliance history and the impact of large crypto platforms on Europe's financial system.

Lagarde's intervention was influential but not formally determinative, as national competent authorities are responsible for authorizing crypto-asset service providers under the Markets in Crypto-Assets framework. However, a successful Greek authorization would have allowed Binance to 'passport' its services throughout the EU without obtaining separate licenses in each country.

Binance submitted its Greek application in early 2026 and claimed that it had cleared the technical requirements of the MiCA framework. However, the exchange ultimately withdrew its application on June 24 before a formal rejection from the Hellenic Capital Market Commission was issued. Binance said it would seek authorization elsewhere in the EU.

Regulatory concerns surrounding Binance extend beyond Europe, as the company pleaded guilty to violations involving anti-money-laundering and sanctions rules in the US and agreed to pay over $4.3 billion to resolve the case. The episode also intersects with the ECB's broader campaign for European payments sovereignty, which aims to reduce dependence on US-linked payment infrastructure.
