Moldova’s Central Bank Seeks Input on Electronic Money Token Rules

Moldova’s central bank, the National Bank of Moldova (NBM), is inviting stakeholders to collaborate on drafting regulations for electronic money tokens (EMTs). The regulator has issued an official invitation to optimize the development of a secondary regulatory framework for the crypto-asset market. This initiative aligns with the implementation of new legislation tailored to European MiCA standards.

The NBM aims to establish reporting requirements and conditions for applying temporary intervention tools. These measures will be based on the regulatory technical standards (RTS) of the European Banking Authority (EBA). The standards outline methodologies for assessing transactions, reporting frequencies, and formats, as well as criteria for the regulator’s intervention in the crypto-asset market.

In line with European regulatory practices, the NBM reserves the right to intervene if the circulation of a specific EMT threatens the country’s financial stability. Potential measures include restricting issuance, suspending trading, or prohibiting the use of such tokens.
