Moscow Sets Capital Barriers for Crypto Platforms
Russia's Central Bank is taking steps to strengthen the financial backbone of domestic digital asset platforms by introducing a new capital buffer requirement.
The draft rules mandate that platforms hold up to $2.8 million in liquid capital, which will directly affect which entities can remain in the market.
This move is part of Russia's pivot towards controlled legalization of crypto, and the capital floor functions as a gatekeeping mechanism that weeds out underfunded operators while signaling state oversight with bank-like prudential standards.
