Netherlands Proposes Yearly Tax on Self-Custody Wallets Starting 2028
The Netherlands' proposed Box 3 tax has sparked debate among Bitcoin holders. The Dutch cabinet's letter to Parliament on September 29, 2026, suggested that self-custody wallets and gold/silver would be subject to yearly levies on paper profit, while ETFs would only be charged upon sale.
The proposal aims to amend the Box 3 legislation through a novelle. From 2028, capital gains tax in the country would cover financial instruments, with shares, bonds, and options listed as examples. Remaining assets, including Bitcoin, would follow in 2030.
Analysts suggest that this gap could favor ETF holders, as they may only be charged on sale, rather than yearly levies until 2030. The Dutch crypto tax outcome for 2028 remains uncertain, and the novelle text is unpublished.
