NYDFS and Wyoming Regulators Unite for Crypto Oversight Coordination
New York and Wyoming regulators have signed a memorandum of understanding (MOU) to coordinate oversight across licensing, examinations, and potential enforcement involving digital asset businesses.
The agreement, announced on October 1 by the New York State Department of Financial Services, applies to virtual currency and digital asset entities licensed or chartered in one state while doing business or seeking approval in the other.
Under the MOU, NYDFS and the Wyoming Division of Banking will coordinate examination schedules and work toward joint examinations of entities operating in both states. This shared supervisory process is expected to streamline applications, reduce repetition, and give both agencies a clearer picture of the same company.
The pact covers two groups of businesses: those applying for licenses and those already licensed or chartered. For licensing applications, regulators plan to share analysis, subject-matter reviews, and historical examination data. This could allow companies with operations in both states to deal with examinations that are planned and conducted jointly, rather than handling separate review schedules.
While the MOU does not combine investigations or enforcement powers, it establishes protocols for sharing supervisory reports, market trend data, and notifications about potential enforcement actions. The regulators remain responsible for their respective jurisdictions, but this partnership brings together two distinct state systems with differing approaches to crypto regulation.
