OCC Approves Conditional Charter for Trump-Linked World Liberty Bank
The U.S. Office of the Comptroller of the Currency (OCC) has conditionally approved World Liberty Trust Company to organize a national trust bank, paving the way for its USD1 stablecoin and digital asset custody services under federal supervision.
According to the OCC, the proposed institution will focus on issuing the USD1 stablecoin, managing reserves, providing digital asset custody, and settlement services for institutional customers across the country. World Liberty Financial submitted the charter application in January 2026 as cryptocurrency companies increasingly pursued federal trust bank licenses for nationwide operations.
USD1 issuance and custody are currently managed by BitGo, but World Liberty intends to assume these responsibilities after receiving full regulatory approval. The OCC has required the company to maintain at least $20 million in capital before opening and appoint qualified audit leadership.
The conditional approval comes with ongoing political scrutiny as lawmakers question whether the charter creates conflicts due to President Donald Trump's appointment of Comptroller Jonathan Gould before approval occurred. World Liberty Financial, launched with involvement from the Trump family and the Witkoff family, has promoted USD1 as a dollar-backed stablecoin.
