OCC Conditional Approval Sparks Hopes for Stablecoin Firms
The Office of the Comptroller of the Currency (OCC) has granted preliminary conditional approval to three stablecoin-focused firms: Agora, Catena, and Bastion. This decision follows a recognizable regulatory perimeter applied across the decisions, suggesting that the OCC is building a repeatable pathway for narrow, uninsured trust banks.
However, obtaining final approval remains a challenge for these institutions. Agora and Catena must raise capital within 12 months or open within 18 months to avoid expiration of their approvals, while Bastion's conversion must be completed within six months. If the OCC grants an extension under extenuating circumstances.
The OCC has also applied a shared trust-company framework across the three decisions, requiring each institution to limit its operations to trust-company activities and related services. This framework is distinct from granting identical business permissions, and the resulting institutions are not ordinary insured commercial banks.
