OCC Takes Center Stage as Federal Stablecoin Regulator
The Office of the Comptroller of the Currency (OCC) has emerged as the sole federal entity building regulatory infrastructure for stablecoin issuers on a concrete timeline. After the CLARITY Act's failure in the Senate, OCC Comptroller Jonathan Gould committed to finalizing a GENIUS Act rule by November 2026. Applications for the new Payment Stablecoin Issuer (PPSI) charter are expected to begin in early 2027.
The OCC's timeline is specific, with Gould stating that a final rule will be out by November. The PPSI framework creates a federal charter specifically designed for stablecoin issuers, and applications exceeding the $10 billion market cap threshold are expected to transition to federal oversight. This creates a natural scaling path, start at the state level, grow into federal regulation.
Circle's Arc mainnet launch on September 16 demonstrates the private sector is already building infrastructure layers, with institutional validators including BlackRock, Visa, Mastercard, DTCC, and Standard Chartered. The OCC's framework provides the regulatory foundation for this infrastructure to operate within federal boundaries.
