OFAC Targets Hamas-Linked Operatives Using TRON Wallets
The U.S. Treasury Department's Office of Foreign Assets Control (OFAC) has taken action against Hamas financiers, targeting two individuals and seven TRON wallets.
Zaid Issam Ahmed al-Jebouri and his associates allegedly ran the financial network through El-Kahira for General Trading, a Turkey-based over-the-counter exchange office. The OFAC designation also freezes $38.6 million in digital assets held in these TRON wallets.
The action highlights the complex nature of terror financing schemes, which increasingly rely on cryptocurrencies to obscure fund flows. Al-Jebouri's wallet reportedly sent funds to various entities, including a Gaza-based money service business listed as an OFAC Specially Designated National (SDN) and a UAE-based OTC desk.
The designation underscores the challenges posed by small, informal OTC cryptocurrency desks in regions with weak regulatory oversight. For compliance teams, this emphasizes the need for robust on-chain monitoring and collaboration with blockchain analytics firms to identify high-risk wallets and transactions.
