This upgrade is not a hard fork of the L2 layer, but rather a modification to the smart contract on the L1 layer, allowing for better scalability and interoperability between Optimism-based chains.
The new protocol involves shifting the focus from block-specific verification to time-based verification, which will enable the creation of a shared system for managing the state of multiple Optimism-based chains.
The upgrade also includes an OPCM v8.0.0 update and various security and maintenance fixes.
