The Philippine government has allocated ₱1 billion to modernize its national flood early-warning network through Project NOAH, an AI-powered flood forecasting system. The funding will be split between research infrastructure and administrative operations.

Research Services will receive ₱935 million to upgrade high-performance computing hardware, real-time sensor networks, and specialized scientific gear. This will also involve the recruitment of senior technical specialists and data scientists to expand Light Detection and Ranging (LiDAR) topographical mapping and machine learning models.

The system uses machine learning algorithms and spatial data analytics to translate complex meteorological inputs into real-time flood projections. By pairing high-resolution elevation data with live weather streams, the system models dynamic flood scenarios down to the barangay level.
