Putin Signs Digital Currency Law Framework in Russia
Russia has made significant strides in regulating its digital currency market with President Vladimir Putin signing Federal Law No. 282-FZ, 'On Digital Currencies and Digital Rights,' on August 4, 2026.
The law establishes a comprehensive framework for digital currencies, governing the organization, accounting, and custody of cryptocurrencies and foreign digital instruments.
Key provisions include setting standards for digital currency exchange providers, digital depositories, brokers, and management companies, with only organizations listed in a special government registry allowed to carry out currency exchange activity.
The law also introduces purchase limits for non-qualified retail investors, while individuals can gain qualified investor status based on their cryptocurrency transaction history.
