$Circle (CRCL.US)$ and $Coinbase (COIN.US)$ declined, with CRCL falling more than 6% and COIN dropping over 4%, marking their second consecutive day of declines. However, $Cipher Digital (CIFR.US)$ surged more than 10%, driven by expectations of its power assets being usable for AI data centers.
The 'CLARITY Act' aims to clarify the regulatory jurisdictions of the US Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC), establishing clear rules for crypto asset service providers. However, the recent vote fell short of the 60 votes required for passage, with 49 in favor and 50 against.
The delayed regulatory frameworks weigh on CRCL and COIN, hindering their expansion of partnerships with banks and payment processors. Additionally, concerns about rising interest rates and reduced trading volumes also contributed to their decline.
