He pointedly blamed Democratic opposition, suggesting that politics took precedence over good policy.

Garlinghouse had previously expressed optimism about the bill's prospects, urging senators to support it and framing it as a compromise that struck a balance between competing interests. However, following its defeat, he acknowledged that the setback would not deter Ripple from continuing its efforts to engage with regulatory bodies and advocate for clearer guidelines.

Ripple's chief legal officer, Stuart Alderoty, echoed this sentiment, highlighting that the company's business remained strong despite the legislative setback and that $XRP's legal standing was unaffected by the bill's failure. This assessment is supported by a 2023 federal court ruling that classified $XRP as a digital commodity.
