RLUSD Stablecoin Holds Regulatory Edge with Conditional Federal Charter

Ripple's RLUSD stablecoin stands out in the market due to its unique regulatory status. Unlike other dollar-backed stablecoins such as Tether (USDT) and USD Coin (USDC), RLUSD holds a New York Department of Financial Services (NYDFS) limited-purpose trust charter with segregated reserves and monthly independent CPA attestation. This means that if the issuer fails, holders would rank ahead of ordinary creditors.

RLUSD also received a conditionally approved Office of the Comptroller of the Currency (OCC) national trust charter in December 2025, which would move RLUSD into the federal tier once the conditions are met. This is a significant advantage over USDT, which operates without a US charter and submits to offshore insolvency law.

However, RLUSD's federal charter remains conditional, and Ripple must satisfy capital, governance, and operational commitments set out in the approval letter before it can be converted into an unconditional one. This means that RLUSD is currently a state-regulated stablecoin with a federal charter in progress.
