Russia Implements Regulated Crypto Trading Framework on September 1
Russia is taking a significant step towards regulating cryptocurrency trading as a new law governing digital currencies takes effect on September 1, 2026.
The legislation marks a shift in Moscow's approach to digital assets, moving from treating them as operating outside the traditional financial system to establishing a regulated structure involving exchanges, intermediaries, and digital-asset depositories under the supervision of the Bank of Russia.
Moscow Exchange (MOEX) has already been developing infrastructure for cryptocurrency-related products, while SPB Exchange is also expected to play a role in the emerging market. However, the new framework does not amount to unrestricted legalization of crypto and introduces significant limits on who can trade, which assets can be accessed, and how transactions must be conducted.
The Bank of Russia has announced that it will establish regulated infrastructure for cryptocurrency circulation, allowing both qualified and non-qualified investors to conduct cryptocurrency transactions through intermediaries. Non-qualified investors will face restrictions and testing requirements.
