Russia Launches Digital Ruble and Regulated Cryptocurrency Framework
The Russian government is launching two new financial tools: the digital ruble and cryptocurrency. The digital ruble, issued by the Bank of Russia, will be a digital form of the national currency used for domestic payments, while cryptocurrency will operate within a regulated framework primarily for investment and cross-border transactions.
The key difference between the two lies in their status and purpose: the digital ruble is equal to the ordinary ruble on a one-to-one basis and is issued by the Bank of Russia, whereas cryptocurrency has no central government issuer and its value is not guaranteed by the Bank of Russia.
Russia needs both instruments to improve the efficiency and manageability of the domestic economy through the digital ruble, which will make payments programmable, inexpensive, and verifiable. Cryptocurrency, on the other hand, can be used for cross-border settlements where permitted by established rules and properly reflected in accounting, tax, and currency-control records.
