Russia Mandates Crypto Exchange Registration Starting October 2026
Russia has taken a major step toward regulating its cryptocurrency market with the official launch of a new registration system for crypto exchanges and digital custody institutions. Starting October 5, 2026, these entities must register with the Central Bank of Russia to legally operate. The system applies to crypto exchanges, digital custody institutions, and operators of information systems that create digital financial rights.
The Central Bank has outlined strict procedures for the registration process, including required documents, qualifications for board members and senior employees, and evaluation criteria. While some existing companies have a simplified application process, none are automatically granted registration. Each must submit documents and undergo the Central Bank’s evaluation.
The registration of exchanges does not immediately open a completely free crypto market in Russia. The rules for individual investors, including the types of assets they can access and the conditions for trading, are being handled separately. Therefore, the October 5th launch marks the beginning of the application and verification system, not the full liberalization of the crypto market.
