Russia Opens Regulated Crypto Market with Strict Limits on Retail Investors
Russia is set to open its regulated cryptocurrency market to retail investors, but with strict limits. Non-qualified investors will be restricted to buying only eligible cryptocurrencies like Bitcoin, Ethereum, and Tether's USDT, after passing a mandatory knowledge test. They will also face an annual limit of 300,000 rubles (approximately $3,645) through each intermediary.
The Bank of Russia has identified these three cryptocurrencies as meeting its requirements for trading by retail investors on regulated exchanges. The selection reflects the central bank's focus on characteristics like market capitalization and trading liquidity, which eliminate most other cryptocurrencies available globally.
The inclusion of USDT is significant, as it gives Russian investors regulated access to a dollar-denominated stablecoin even with Western sanctions restricting Russia's access to traditional dollar financial systems. However, the Bank of Russia continues to classify cryptocurrencies as high-risk investments and requires retail investors to demonstrate an understanding of cryptocurrency risks before being permitted to purchase eligible assets.
