Russia Proposes $3,645 Annual Crypto Purchase Cap for Retail Investors
The Bank of Russia has proposed an annual crypto purchase cap for retail investors, capping their buying at 300,000 rubles (approximately $3,645) per intermediary. This draft rule restricts unqualified investors to Bitcoin, Ethereum, and Tether USDT only.
The cap applies separately through each broker, exchange operator, or asset manager used by the investor, allowing them some flexibility while still capping total exposure per channel. Regulators designed this limit to reduce risk for less experienced market participants who often lack tools to manage volatility in digital assets.
Qualified investors, on the other hand, face no purchase cap under the proposed framework and can trade any listed cryptocurrency without restriction. This creates a clear divide between retail-level access and qualified investor privileges.
