Russia Sets October Deadline for Crypto Exchange Registration Rules
Russia's central bank has announced new rules for cryptocurrency exchanges and related infrastructure providers to enter official registers. The rules, set to take effect on October 5, 2026, cover exchanges, digital depositories, and operators of information systems issuing digital financial rights.
The framework requires qualification requirements for management and designated officers, as well as specific application documents. The Bank of Russia will have up to 30 working days to decide whether to enter a cryptocurrency exchange into the relevant register after receiving the final required document.
Retail-investor rules are being handled separately under Russia's broader cryptocurrency law, which took effect on September 1, 2026. Qualified investors have broader access to cryptocurrencies without an annual purchase limit of 300,000 rubles per intermediary.
