Russia Unveils New Crypto Regulation Allowing Ruble-Based Purchases

Russian investors now have a clearer path to buying cryptocurrency within the country. As of September 1, 2026, Federal Laws No. 282-FZ and No. 283-FZ bring regulation to digital currencies in Russia.

The laws establish that regulated market participants can sell cryptocurrencies to private investors using rubles. This change is positive for investors, who now have a transparent counterparty instead of platforms that could disappear with clients' money.

Regulated Russian market participants are not liable to investors for the actions of cryptocurrency issuers, including asset freezes.
