Russian Intelligence Network Members Charged in Terrorism Financing Case
Russian intelligence network members have been charged in a terrorism financing case, exposing a complex payment structure that allegedly supported attacks and surveillance across national borders.
The unsealed indictment names five alleged members of the network: Yuri Khrameev, a former Russian intelligence colonel; his son Kirill Khrameev, an officer of Russia’s Federal Security Service; Oemis Romagoza Durruthy; Yaidel Delgado Suarez; and Angel Eduardo Castro.
Prosecutors allege that the network operated from at least 2024 and sought to attack people and infrastructure associated with countries supporting Ukraine. All five defendants face a conspiracy to finance terrorism charge, while three also face a murder for hire conspiracy charge.
The indictment highlights a cryptocurrency transfer of over $1,000 in June 2024, arranged by Durruthy before an attack in Czechia. It also describes travel arrangements and offers of money to recruit people inside the United States.
