Russia's Central Bank Governor Clarifies Crypto Purchase Cap
The Central Bank of Russia's Governor, Elvira Nabiullina, has clarified the purpose behind the cap on cryptocurrency purchases by non-qualified investors.
Nabiullina stated that the distinction between qualified and non-qualified investors is not limited to the cryptocurrency sector, but is a common regulatory practice. The government aims to protect non-qualified investors from assuming risks they may not understand, particularly in volatile markets such as crypto.
The bill stipulates that non-qualified investors will have a cryptocurrency purchase limit of 300,000 rubles (approximately $3,800), while qualified investors can buy ten times more. The Russian crypto ecosystem remains open, but repatriation and transfer of digital assets abroad are unrestricted.
Nabiullina warned that investors who receive related assets abroad will not be protected by Russian law in case of issues, and will need to resolve them within foreign jurisdictions.
