Saylor Advocates 'Build First, Regulate Later' Approach for Crypto Industry
Michael Saylor, co-founder and CEO of Strategy, has proposed an alternative path for the crypto industry after the CLARITY Act failed to pass in the US Senate on September 15. Instead of waiting for new legislation, Saylor suggests that the industry focus on building digital financial products and reach 50 million users within two years.
The CLARITY Act included restrictions on stablecoin rewards and limits on the regulatory sandbox, which Saylor believes would stifle innovation. He argues that existing regulators already have sufficient tools to establish functional rules without new legislation.
Saylor's vision for the industry includes Bitcoin as digital capital, STRC as digital credit, MSTR as digital equity, and USDC as digital currency. By scaling these products and consolidating temporary regulatory measures, he believes mass adoption will raise the political cost of any future reversal.
