Saylor Calls for 50M User Base Before Another CLARITY Push
Michael Saylor has called on the US crypto industry to focus on building a large user base before returning to Congress for further legislation. The Strategy executive chairman set a target of 50 million U.S. users benefiting from compliant digital-asset products under existing agency authority.
The goal comes after the Senate's Sept. 15 cloture vote on CLARITY failed by one vote, with 49 senators supporting advancement and 50 opposing it. Saylor has argued that a large user base would create a constituency with a direct interest in keeping those services available, making adoption a key factor in future legislative success.
The Strategy executive chairman proposed targeting compliant digital-asset products such as Bitcoin custody and lending, digital credit, tokenized equity trading, exchanges combining regulated services, and dollar stablecoin payments. He believes these products can lower costs, improve access, and give users more control over their money.
