Saylor Predicts US Agencies Will Pursue Crypto Rules Despite Clarity Act Stalemate
Michael Saylor, executive chairman of Strategy, believes that a deadlock over the Clarity Act won't hinder US agencies from creating crypto rules. The US Senate failed to advance the Clarity Act on September 15 after a cloture vote was rejected.
Saylor expects the Securities and Exchange Commission (SEC), Commodity Futures Trading Commission (CFTC), and Treasury Department to pursue rulemaking under existing law. This move would bypass congressional legislation for now, as authorities have signaled they are willing to craft regulations on their own if necessary.
The GENIUS Act is seen by Saylor as supporting broader stablecoin adoption, with banks expanding Bitcoin custody and lending backed by Bitcoin collateral. As a result, more capital will flow into Bitcoin and digital credit.
