Strategy (MSTR) Executive Chairman Michael Saylor has proposed a comprehensive framework for digital asset rights, aiming to establish a 'bill of digital rights' that guarantees five fundamental freedoms for all digital asset participants.

The proposal includes the freedom to create digital assets, issue them for capital formation, maintain custody over them, transfer them without restriction, and utilize them for spending, investing, or borrowing purposes. Saylor advocates for banks to custody and provide loans backed by Bitcoin using standard commercial criteria.

He believes this regulatory shift could propel the digital asset sector toward a $100 trillion valuation over the long term. Strategy added 950 BTC worth $75.7 million to its reserves this week, bringing its cumulative holdings to 846,000 BTC with a cost basis of approximately $63.8 billion.
