Saylor Proposes Digital Rights Framework for AI and Bitcoin Era
Michael Saylor, founder of Strategy and the world's largest Bitcoin treasury company, has proposed a Digital Rights Framework for the AI and Bitcoin era. In an article titled 'The Path to Prosperity in the Digital Economy,' Saylor argues that individuals and businesses must have the right to create, issue, custody, transfer, and use digital assets to generate wealth and prosperity.
The existing financial system needs to evolve to accommodate the rapid advancements in AI, which will enable individuals and businesses to produce outputs far beyond current levels. A more productive economy requires better money and better capital markets to unlock its full potential.
Saylor's core policy recommendation is to establish five fundamental rights for digital assets:
1. Create: Develop new digital assets, financial instruments, and applications.
2. Issue: Launch these assets into the market and use them to finance businesses and productive activities.
3. Custody: Directly hold assets, or choose a custodian that provides the best service.
4. Transfer: Move assets between individuals, businesses, wallets, and service providers.
5. Use: Spend, invest, earn income, and borrow against assets as collateral.
Saylor believes that digital tokens, digital currencies, digital capital, and digital securities serve distinct economic functions and should be recognized as such while preserving their common foundations of ownership and freedom.
The Digital Rights Bill should safeguard the rights of individuals and businesses, grounded in financial privacy and practical market access. Clear disclosure, enforceable ownership, and accountability for fraudulent behavior are essential for a functioning market.
Saylor also advocates for enabling 10 million new businesses to access funding by establishing clear, practical issuance rules and straightforward pathways for entrepreneurs to directly reach potential investors.
