Saylor Pushes Digital Rights Plan to Ease Bitcoin Banking Restrictions
Michael Saylor has proposed a 'bill of digital rights' for digital assets, including the right to issue tokens, choose a custodian, transfer assets and use them for payments, investment or borrowing.
The plan, which aims to widen Bitcoin banking access, consists of five rights: the ability to custody Bitcoin with banks, transfer assets between parties without giving up ownership or control, and borrow against their holdings under workable rules.
Saylor also wants policymakers to reconsider the 1,250% risk weight assigned to the most volatile class of crypto holdings by the Basel framework, arguing that current policy is too restrictive.
The proposal would allow customers to choose between self-custody and a third-party custodian without sacrificing ownership or control, and banks to offer loans backed by Bitcoin under workable rules.
